You can get Jewels by doing requests (which will be posted in your guild or given to you by someone who actually has the reward).
If you are a villager you can get Jewels by doing jobs/owning shops. To make a shop, request/suggest the idea to a mod or Admin and they will create it for you(or accepted it and let you make it). But you have to have the items you are selling.
